Retired Federal Training Instructor and Program Manager for the Behavioral Detection & Analysis Division, Department of Homeland Security, Threat Assessment Division, he was also on the National Training Team for the Federal Law Enforcement Training Center (FLETC).

Aside from training the frontline workforce, Mr. Nocera has conducted Behavior Detection workshops for various Law Enforcement agencies including the Federal Bureau of Investigation (FBI), the New York State Troopers and multiple private security professionals. Since 2016, DHS has conducted BD workshops for over 386 Law Enforcement Officers and DoD personnel nationwide. Attendees have included: US Secret Services, US Capitol Police, FBI, CBP, NYPD Counter Terrorism Unit, DoD, LA Sheriff Dept., and the New Hampshire State Police. DHS BD training is considered a prime resource in the international transportation security realm. Many security partners overseas (including New Zealand, South Africa, and the United Kingdom) have reached out to DHS regarding BD: either for guidance in starting up their own program or to share best practices in hopes of improving an already existing program. DHS is also an active member of the European Civil Aviation Conference Behavior Detection Study Group.

As program manager,Mr. Nocera overseen all operations of the Behavior Detection and Analysis program in the Buffalo, New York area. Mr. Nocera was also a staff member for the Federal Security Director for upstate New York. He also coordinated multi-agency operations involving the Customs & Border Protection (CBP), Federal Air Marshals (FAM), New York State Police and Transit Authority Police Department.
